Protecting a brand across the Gulf region has just become easier.
Saudi Arabia has officially joined the World Intellectual Property Organization's (WIPO) Madrid System, with membership taking effect on 8 October 2026.
This is an important development for businesses expanding into the Middle East, particularly those looking to protect their trade marks across multiple markets.
Five Gulf states now covered
Saudi Arabia's accession means that five of the six Gulf Cooperation Council (GCC) countries now participate in the Madrid System:
- Saudi Arabia
- United Arab Emirates
- Qatar
- Bahrain
- Oman
Kuwait is now the only GCC country outside the system.
This brings the region closer to a more streamlined approach to international trade mark registration.
Why does this matter for businesses?
The Madrid System allows businesses to seek trade mark protection in multiple participating countries through a single international application, rather than filing separate applications in every country.
For Australian and New Zealand businesses, this means it is now possible to include Saudi Arabia alongside other participating Gulf markets when planning international trade mark protection.
Businesses with existing international trade mark registrations can also apply to extend their protection to Saudi Arabia.
The practical benefits include simpler filing, centralised administration and potentially lower costs.
However, the Madrid System does not create a single trade mark covering the entire Gulf. Each designated country still examines applications under its own laws.
Businesses seeking protection in Kuwait must continue to use the national filing route.
A more accessible Gulf market
The Gulf region presents opportunities for Australian and New Zealand businesses across sectors including technology, food and agriculture, healthcare and professional services.
Saudi Arabia's inclusion makes it easier to develop a coordinated trade mark protection strategy across the region.
For businesses already operating in the Gulf, or considering expansion, now is a good time to review whether their trade mark registrations cover the markets that matter.
